GABRIELA Network is a Philippine-U.S. women’s solidarity mass organization, which provides means by which Filipinas in the U.S. can empower themselves and effect change through organizing, educating, fundraising, networking, and advocacy.

At the request of the GABRIELA network, CCR staff attorneys participated in a women’s human rights delegation to the Philippines and prepared Seeking Answers: Probing Political Persecution, Repression & Human Rights Violaitions in the Philippines, a report documenting the rise in human rights violations since President Gloria Macapagal Arroyo of the Philippines came into power in 2001. In January 2002, President Bush and President Arroyo jointly declared the Philippines the “second front” in the “war on terror.” Since this declaration, U.S. military aid to the Philippines increased 2000 percent and U.S. soldiers advised the Philippine military.
