Obama Administration rhetoric on government transparency has not led to significant changes in actual policy. The administration has continued to argue for secrecy in the courtroom, most recently in the CCR's case, Wilner v. National Security Agency. The government refuses to reveal whether or not 23 lawyers representing detainees at Guantanamo were targets of its Terrorist Surveillance Program.
